Problem with 700 series AP maximum transmit power

I have over 100 700 series APs installed in several locations. Al the APs are in the same WLC (same running image). Almost all the APs are in FlexConnect mode. TheAPs are powered thru PoE provided by the switch. All the APs have the same allowed bit rates (wireless->802.11b/g/n->Network).
In some APs, I can configure the interface dot11Radio 0 with power local 14
In other APs, I can configure the interface dot11Radio 0 with power local 20
The APs bellong to the same AP group.
Why is this difference in configure power and how I can fix this?

Hello,
I know all the datasheet data.
My problem is that like that: I have two nearly identical 700 series APs, connected in the same switch that are behaving differently. One of them is emitting with full power at 20 dBm and the other with only 14 dBm at full power. The APs are enrolled in the same controller and bellog to the same AP group. The only differences in config are the name, IP address and encryption certificates.
I want to know why is this difference in configuration

My problem is that there is a difference in what you can configure at the interface level in two similar APs.
In one AP I have the following config:
AP06(config-if)#power local ?
<5 - 14> One of: 14 11 8 5
maximum Set power to allowed maximum
AP06(config-if)#power local
In the second AP I have the following config:
AP05(config)#int dot11Radio 0
AP05(config-if)#power local ?
<3 - 15> One of: 15 12 9 6 3
maximum Set power to allowed maximum
yesterday i have done an upgrade to 7.6.120 version. Before the upgrade, the second AP could be configured to emit with 20 dBm.

From what I saw in the config on the radio interfaces, the difference is that each AP emits in different channels and channel 1 has a slightly bigger transmit power than channel 6 an 11.
