Hi.
I have configured Software MTPs in Cisco IOS 4331 and I cant register them.
IOS: 16.9.4
Router: ISR4331/K9

Hope this isn't a silly question, but when you say "The above configuration is already configured in a CISCO3925-CHASSIS without any problems." can you confirm that you don't mean literally the same configuration, but that each device uses a unique name for its profile.

Just realised this is CME not CUCM. So in that case of course the device name is only locally significant. Under telephony-service, does the tag number in "sdspfarm tag" need to match the dspfarm profile number?

I don't think the tag needs to match, just the name. Here is CME admin guide which includes MTP example for reference:
Have you tried issuing "no sccp", "sccp"? What does debug sccp show?
