Hi,
If I add a 9951 phone as an unmanaged endpoint in TMS (there is no other way as far as I can tell) will it also consume a system license ? I have 25 in total

Yes, they do.
They'll be listed either under "Rooms" or "Equipment", depending on your choice, but they will appear in the total number of system licences used.

Thanks Jens. Let me take it a bit further
If I add a CUCM system which has a 9951 an SX20 and an MX200 registered to it, what will happen ?
Will it consume 2 licenses (CUCM and 9951 as unmanaged) or the two TP rooms will also consume licenses (4 in total) ?

Anything you add into TMS using "Add Systems" will consume a system licenses.
