I just opened my new uc560 to prep for installation. I checked the license count and it says 16. It is already running 8.6. How do i get my additional 8 licenses?

I checked another 560, 'show license' is the same as your, but in 'show ver' can see:
Cisco UC560-T1E1-K9 (MPC8378) processor (revision 0x100) with 497664K/26624K bytes of memory.
Processor board ID FGL162110LJ
MPC8378 CPU Rev: Part Number 0x80C4, Revision ID 0x21
30 User Licenses
4 Gigabit Ethernet interfaces
... etc
So try connecting all the phones and if still trouble contact licensing@cisco.com
