I want to manage many wireless users through secondary vlan.
I know the switch's secondary vlan command, but
Do you know if the WLC 9800 also has these instructions and works well?

9800 was built originally from a standard IOS-XE with added wireless commands so many switch/router commands remain on CLI but do nothing. The developers are gradually removing those unused commands with each new release - for example: https://bst.cloudapps.cisco.com/bugsearch/bug/CSCvv95806
Even though you find a command on CLI that doesn't mean it works or is supported (and sometimes trying to use it could crash the WLC as with CSCvv95806). Consult the config guide for the release you're working with to see what commands are supported.
There are many different ways you could implement the kind of design you are talking about - best to speak to a specialist Cisco network designer stating your requirements and allow them to propose a suitable solution for you, rather than trying to specify the solution yourself.

It does support, cas you can see here.
Look for "Verifying the Redundancy Management Interface Configuration"
On this guide the secondary is used for redundancy management but I see no problem applying it to users.

I wonder if wlc also supports functions such as pvlan, such as private-vlan of a switch, or if it works in a wireless environment.

Private vlan I dont beliese it supports. 9800 is based on the IOS-XE but it is not a switch.

Does that mean private-vlan is not allowed on wireless networks?
I saw commands related to private-vlan in the 9800 cli.
