Limit Bandwidth of a VRF

We have created a VRF for a customer on a Cisco ASR 9912 router. All connections are of 10G speeds, but we need this VRF to have a maximum bandwidth of 1G only.

Is there any way to limit the VRF bandwidth to 1G without changing the interfaces speeds?

you can use Rate limit or QoS config if that is possible ?

Are the proposed solutions scalable, so that we can apply them to multiple customers if needed?
