This exact bug seen in version 2.2(3i) as well. Newly created Physical Domain was not visible in MSC at site-level template configuration. Logging out and in again helped to resolve the issue.

I have the same problem. And that is affecting the Spam Quarantine, because the users that receive Spam Quarantine Notification, with link authentication open this portal https://sma_adress:4431/quarantine. And not connect this service.

This bug shows it is fixed, however there is no workaround defined, and there is no Fixed release shown.
