Hi All,
Hopping someone can help, I've setup an H323 GW in Seoul and all outbound ISDN calls work fine except international. I’ve attached the debug output of a successful and failed call (debug isdn q931), also debug voice ccapi inout.
I've confirmed route patterns are valid and CAC/AAR config. I doubt this would be the issue as the call is going out the PSTN not the WAN.
Calls over the WAN work perfectly and I have done some research on the following errors messages i've seen and there's no issue with DSP resources.
Cause i = 0x80AA - Switching equipment congestion
Cause i = 0x80E0 - Mandatory information element missing
I've restarted CUCM (Pub and Sub) and gateway. I've also pushed back to the carrier, but they say it’s not their issue.

As I wrote in a previous answer, you should ask the Telco about the format that they want to have the calling number for international calls sent to them.
The plan and type I set in the example might not be the correct one, it was merely used as an example. If you don't ask the Telco you'll need to try a few different types and plan until you find the correct one.
If you also want to set the plan and type for called number you can use the same approach as for calling number, so that you don't have that set with a completely different way at a totally different place in IOS. That makes your config more readable and easier to troubleshoot.

Use RTMT to see if you are not facing Call Throttling and the Code Yellow!

Thanks for the link.
I'll setup RTMT, but I doubt this is the issue as local calls out the GW work every time. CM would see te signalling for a local call and international call the same.
Out of 10 international VGs this is the only new implementation having issue.
I'll report back to see if I have the code yellow.

As suspected its not a code yellow issue. But from an alert i saw could be an exhausted Route List issue. I'll try and delete some route lists to see if it makes a difference.

Removing route patterns made no difference. Removing Seoul specific international patterns cause CM announciator message to say my call can not be completed as dialled.
Any other ideas?

I have also seen this issue with misconfuigred dial-peers, can you post your dial-peers configuration?

The key thing to note here is that it is not your gateway that is disconnecting the call. The call disconnect is coming from your telco.
I have a hunch something is not quite right on the side of your provider...
I will advise you engage them especially on the congestion message

Its funny how you can miss like that and you start looking everywhere else.
Hopefully i can get contractor to deal with the telco, becuase i don't speak Korean.

Hi All,
The Telco has dones some testing and according to them the reason international calls aren't working, is they only receive the 4 digist extension of the calling device (56XX).
When making local calls the full E164 number is seen and call is successful (0239965XX).
My debug isdn q931 show otherwise though. What could be causing this?
FYI internally the handsets have extension range 56XX and its gets translated to the DID range 0239965XX

As you wrote it seem that you send the complete calling number, bellow taken from your debug.

But you have both plan and type set to unknown, or probably not set at all in CUCM.

Could you try to set both of these to the desired value of the Telco, what that is you'll have to ask the Telco. A quess would be one of these ISDN/International, ISDN/National or ISDN/Unknown.
