Routing

I have two Cisco 2901 ISR's with a site to site VPN setup...I can telnet into devices on the other side, ping units on the other side... but when I try and use a web interface no dice... I will get prompted for login on some devices then... nothing.....

In reviewing an existing OSPF network loopback interfaces were not configured on routers.  If loopback interfaces are created while OSPF is running how will OSPF react?  Will I need to reset the OSPF process or will the router need to be rebooted?
