I have 2 Cisco 2504 WLC's. One has a 25 AP licence and is the current primary WLC, the other has a 5 AP licence. Can the WLC with the 5 AP licence be configured as a HA-SKU secondary controller to act as a backup WLC in a N+1 HA configuration?

We had a power outage coupled with a UPS issue, and our wireless controller (WLC 2504) lost power.  When the power came back everything seemed to reload fine - it found all of the APs, etc... - but the WLANs remained disabled until I enabled them man...
