Installing an additional license on ACS 5.3

Hi All

I am currently bringing up our backup ACS server and have managed to get the bas licence installed -

Cisco Secure ACS 5 Base License (Electronic Delivery)

However i am unable to install the following additional license anywhere on the server -

ACS 5.3 VMware Software Upgrade (Electronic Delivery)

I have tried installing it on system but it isnt accepted in sys admin/config/ licensing /feature options -

The license file must contain at least one deployment license.

And when i try and add in  sys admin/config/ licensing /Base Server license -

Clicking the buttton gives me this - box with - Base Permanent License cannot be upgraded.

Many thanks to anyone who can help.
