How much does CallManager comply with AAA?

We wonder if CallManager complies with AAA or not? Such as before a user make a call, CallManager check with a RADIUS server first, and get authorization for a certain call, such as Long Distance toll call?Thanks!

If I have 1000 IP phones in callmanager, will I need 1000 user licenses in CER? I really only want to track 200 of the 1,000 phones.I cant seem to get a straight answer from anyone.Thanks!
