IP Telephony and Phones

Phones on our voice vlan do not get a dhcp assigned ip address. However the computers connected to the switch do get an ip address on the access vlan. The switch has a trunk port going to the upstream switch and that looks fine. Any ideas? 

Hi, my cutomer wants a busy light to prevent interception of calls in meeting rooms. Plug off the phone is not an option. Is there any solution for this? Thank you
